High-Rise Condos In The Works For Destin?

The Destin City Council will have to wait for two weeks before deciding whether or not to approve Legendary's HarborWalk Village as a Tier 3 project. Originally scheduled for Jan. 28, HarborWalk Village's day before the council has been postponed and tentatively rescheduled for Feb. 11 at the Destin City Hall Annex. Ken Gallander, current planning manager for Destin, said the project has not received the approval needed to request a quasi-judicial hearing.

"The project hasn't been approved by the Technical Review Committee yet. Not until they receive TRC approval do we advertise and schedule for a hearing," he said. Gallander said he expected to have approval from the TRC within the next five days.

The proposed 157-foot structure Legendary is applying to build would be slightly taller than the Emerald Grande and will have to meet a number of requirements under the city's land development code. Gallander said Legendary and the city staff were still negotiating the public benefit of the project.

"They are proposing, at this time, to create and preserve a significant view of the harbor and make contributions to improvements to the public infrastructure as it relates to the city's affordable workforce housing initiative," he said. "At this time, staff and the city manager have not agreed with the negotiated public benefit the applicant has proposed."

When conducted, the hearing will be the second Tier 3 project to come before the council for approval this year. Last week, the applicants behind Harbor Reflections, a proposed 15-story condominium to be built to the immediate west of Harbor Docks restaurant, appeared before the council. The project was subsequently approved, becoming Destin's first Tier 3 project under the city's 3-year-old land development code.
