Balfour Beatty Unveils New Military Housing
NEWTOWN SQUARE, PA - Balfour Beatty Communities, LLC (BBC), a subsidiary of Balfour Beatty Capital Group, Inc., recently marked the delivery of newly constructed housing for military members and their families at Fort Bliss with a ribbon cutting ceremony at La Noria, a new neighborhood on base. Representatives from Balfour Beatty Communities, Fort Bliss Command, Residential Communities Initiative (RCI), service members and regional officials came out to celebrate the completion of Phase I of the new family housing at Fort Bliss. Families will begin to move in before the end of the year, and a total of 202 four-plex townhomes designated for Junior Enlisted (JENL) and Junior Non-Commissioned Officer (JNCO) ranks and their families are expected to be completed by November 2011. In addition to the development phase, Balfour Beatty Communities will oversee the overall management, maintenance and operational responsibilities for the new housing units.

"We are pleased to deliver the first homes as part of Phase I of the family housing expansion project at Fort Bliss," said William Sotomayor, Project Director with Balfour Beatty Communities. "We are on schedule to deliver all 202 units as planned, and are proud to deliver high quality new homes and amenities to our service members and their families."

The four-plex townhomes consist of 3-4 bedroom and 4 bedroom ADA units with one car garage and additional off street parking. Features include refrigerated air-conditioning, fully equipped kitchens with energy efficient appliances, energy efficient lighting, covered rear porch, individual fenced yards, front and rear irrigation, and exterior low water front yard landscaping. The new neighborhood amenities will include a walking trail, gazebo, playgrounds, and basketball court for community use.

"This project has given us a great opportunity to meet the expanded housing needs of our military members and their families living at Fort Bliss and build upon our existing portfolio of housing we have constructed there," said Bruce Robinson, President and CEO of Balfour Beatty Communities. "We are eager to complete the project so that service members can move in to all of the new units."

One of the leading Public-Private Partnership (PPP or P3) providers of housing, lifestyle and community solutions for members of the U.S. military and their families, Balfour Beatty Communities took over family housing at Fort Bliss in July 2005 as part of a military housing privatization project with the U.S. Department of the Army. As a result of the 2005 Base Realignment and Closure (BRAC) legislation and the Grow The Army (GTA) initiative, there has been a significant increase in the military strength at Fort Bliss, as the installation transforms from being primarily focused on training to becoming a forces command installation, which has led to an increase in the need for family housing. Consequently, the Army's requirement increased from an initial 3,203 units to 3,405 units. To date, Balfour Beatty Communities has constructed 1229 new homes, renovated 1649 units, and demolished 477.
