Policy for drought conditions?

Would anyone happen to have a policy regarding drought conditions that they can share or direct me where I might find one? In Texas, we are experiencing a drought and are wondering about moisture readings for slabs and grounds, etc.
We would really like to prevent damages if at all possible but do not know the recommended moisture to maintain...
