Breeden Construction Announces Construction Completion of $18.5 Million Affordable Multifamily Community in Newport News

RICHMOND, VA - Breeden Construction is proud to announce the completion of an affordable multifamily community in Newport News, Virginia. Formally named Lift & Rise on Jefferson, the project was completed for the developers Newport News Redevelopment & Housing Authority (NNRHA) and Pennrose; Breeden Construction served as general contractor.

The $18.5 million project began in June 2021 with the cleanup and preparation of land on Jefferson Ave. and 28th Street. Development included ground-up construction of three buildings, consisting of a total of 81 townhome and garden-style apartments, as well as a community room, commercial space, on-site management office, fitness center and rooftop terrace. The new development will offer both affordable and market-rate apartments and is part of the greater Marshall-Ridley Neighborhood Transformation Plan. Apartment homes are outfitted with stainless-steel appliances and LVT flooring.
